Niece announces she's pregnant. Who should I congratulate?

My niece (my sister's daughter) announced via email 2 days ago that she is pregnant and expecting a boy in Sept. I immediately sent my congratulations to my niece. Now my sister's feelings are hurt because I didn't congratulate her. I do speak with my sister via phone about every 2 weeks (she lives 2000 miles away) and I definitely would have brought up the exciting news when we talked.
This is the first pregnancy of my nieces/nephews and my mother's first great grandchild. I don't know if this makes any difference but I haven't called my mother either to congratulate her.
Can you tell me what I should have done so that I get it right the next time? (I have 10 nieces and nephews).

Hello Auntie,

You've done nothing wrong. Congratulating the mother to be is decidedly appropriate. Your mother and sister may feel they are responsible for your niece's condition, but I doubt it! Smile and be sweet. They will get over it.  ​
