Dear Edward,

If you are referring to a public salutation, as in a speech, a simple "Ladies and Gentlemen" is fine. Some take issue with the terms as being judgmental rather than formal, however, it is a tried and true tradition that everyone understands.

If this is a written salutation beginning with Dear _ _ _ you may use "Ladies and Gentlemen" or "Dear All" or "To Whom It May Concern". The most formal is "Dear Sirs/Mesdames". Your choice. I'd go with the first two myself.
