RSVP etiquette

A small dinner party is being planned for 10. All guests have been asked to RSVP. My sister and spouse have not replied and I'm afraid that they're going to show up anyway. Given the menu and seating issues, what would be appropriate action if/when they show up? Or should I just call them and ask?

Steve,

Please call your sister to ask for her RSVP. You cannot teach good manners to others but you can take care of your own interests. So calling is appropriate.
