I live in a resort city. When friends from out of state come to visit, if we meet up with them for lunch or dinner; who is expected to pay the tab?

Who Pays ...

It is common for the guests to pay for their hosts’ meal if the friends are staying in the hosts’ home. Otherwise, there is no rule but the one who does the inviting can be expected to pay if that is a common practice in your social circle.
