my sister passed away 3 years ago, and my brother-in-law has a girlfriend, should I feel obligated to have them to our immediate family Christmas dinner, now that he has moved on?

​The answer to your question depends upon your relationship with your former brother-in-law. In some cases with widows and widowers of deceased family members, the new spouse ​is welcomed into the extended family, increasing the size rather than the widowed in-law leaving your family. It is entirely up to you, him and his new wife how this plays out. However, there is no "obligation".
