Last Minute Lunch Cancellations

A friend has cancelled our lunch date twice in a row. One was cancelled within an hour of our set time and the other, a day head. What is protocol in this situation? Should I try to set another date or leave it to her to contact me?

Dear Last,

Unfortunately, I do not know the nature of the relationship, the players or who initiated the lunch date, so I'll go with conservative. Perhaps you should wait for your friend to schedule the next lunch date since he/she is the one breaking the date. On the surface, that looks like your best bet for an actual lunch without cancellation.
